The national security environment we face now demands a shift in how we manage our resources and capabilities. The primary function of the Technical Development Advisor role within the Application Design & Management (AD&M) team is to represent the CTP Network in the design, development, testing and delivery of CTP applications, largely those within the Intelligence Management business area such as the National Common Intelligence Application (NCIA). This enables the business to receive and assess intelligence and evidential material in order to manage threat and risk by utilising the best available technical capabilities whilst maintaining legal compliance and public trust.

The post and the team are based at the Counter Terrorism Operation Centre in Central London, and some time in London will be expected as part of the role, however we operate a hybrid way of working and welcome applications from candidates anywhere in the UK.

             

The post holder will be required to:

  • Complete Change Request Forms (CRF) and Impact Assessment Forms (IAF) outlining the technical changes required to deliver the business user needs.
  • Attend frequent meetings with both internal and external suppliers providing direction and decisions on application changes to meet the business requirements within the CRF.
  • Complete and provide the authority agreement on Functional Design Documentation (FDD). Ensure the technical developments / changes continue to meet the requirements outlined in the CRF.
  • Perform the role of Business Test Lead throughout the application test cycle.
  • Complete factory, site, business and user acceptance testing at both internal and external supplier locations and via technical solutions (e.g. via laptop connected to supplier servers).
  • Respond to queries received from the network in to the AD&M mailbox in a timely and professional manner, escalating as necessary
  • Produce or review NCIA related training material in collaboration with ODU, the supplier and users
  • Raise issues, problems and defects with the supplier and be prepared to challenge the suggested solutions if deemed not to meet the business needs.
  • Complete documentation to accompany a release, providing both technical and business changes.
  • Represent the business in the management of incidents and problems.
  • In collaboration with the Customer Service Centre (CSC), via Service NOW (SNOW), provide business context and prioritisation to ensure service level agreements are achieved by suppliers and system defects are managed appropriately.
  • Record and manage the application change process by maintaining SNOW Service Requests (SR), following procedure.
  • Complete all relevant documentation sharing with both internal and external suppliers. Attend, present and maintain minutes and actions at relevant governance meetings
  • Lead on data merge and disposal.
  • Challenge suppliers in application performance and issues. Report, attend and present continued progress to seniors and governance boards.
  • Represent AD&M at national boards and working groups such as the National Practitioner Forum and provide input on issues raised as necessary
  • Complete detailed/complex application change and data maintenance through application script development with partners.
  • Validate the test results, present at change authority board (CAB) to secure authority to implement.

Key Skills

The post holder must have:

  • Extensive Information Technology (IT) skills, excel in the use of all Microsoft products.
  • In-depth practical experience of the National Common Intelligence Application (NCIA) and wider CT databases to manage, design, develop, deliver and meet requirements of senior leaders and users.
  • Awareness of the unique demands and specific challenges of working within a secure domain; the role holder must be eligible for DV (STRAP) vetting clearance.
  • Experienced in practical application of handling conditions for intelligence and sensitive material.
  • Experience in CTP Investigation management.
  • Experience of working with the CT National Standards of Intelligence Management (NSIM).
  • Excellent interpersonal and communication skills - engagement / negotiating with suppliers, network users and senior leaders.
  • Ability to work independently and as part of a team to meet tight delivery plans and timelines.

 

The post holder should have:

  • Proven experience / qualification in application visual design.
  • Proven experience / qualification in application user experience.
  • Knowledge of application hosting technologies / roles; such as SQL database and application servers.
  • Experience / knowledge of application lifecycle management.
  • Experience in planning, managing and facilitating workshops with internal / external stakeholders across the CT network.
  • Experience / knowledge of the security accreditation processes at all levels including an understanding of the Cabinet Office Security Policy Framework (SPF).
  • Experience in technical and business problem solving, being able to clearly explain to stakeholders including external partners.
  • Experience in completing application site, business and user acceptance testing with both internal and external suppliers.
